Find pyanalysis in AthAnalysisExternals, 1.0 branch (2017.06.20.)

AthAnalysisExternals now explicitly looks up the pyanalysis package from LCG. So that both AthAnalysisExternals and AnalysisBaseExternals would provide NumPy out of the box in their runtime environment. (The other option would've been to make the AthAnalysis project look up pyanalysis, but I think this solution is more elegant.)
