ATLINFR-3859: Update lwtnn to v2.11

This updates lwtnn to version 2.11. I need @ivivarel to move the files into place. Right now there are copies of the file in a few places:

wget https://github.com/lwtnn/lwtnn/archive/v2.11.tar.gz
wget https://dguest-public.web.cern.ch/dguest-public/v2.11.tar.gz
cp /eos/home-d/dguest/www/public/v2.11.tar.gz .

I've also updated the md5 sum in this MR

any of these will work.
