Printout Interval Update, 1.0 branch (2017.06.22.)

Reduced the number of "Considering package..." printouts for large projects, by maximising the number of printouts to 20. (I just liked 20...) At the same time, enabling the user to set some other value through the newly introduced ATLAS_PACKAGE_PRINTOUT_INTERVAL cache variable, if they want to.

This is to address @fwinkl's (warranted) complaint from ATLINFR-1722.
