Athena COOL/CORAL Patch, 2.0.113-patches branch (2021.11.01.)

Made it possible to build COOL/CORAL as part of AthenaExternals. By default they are not. But by providing the appropriate flags to the CMake configuration of AthenaExternals, it is now possible to do so.

This is done to allow the patching of CORAL, as discussed in athena!47747 (closed).

Flying a bit blind here, as the CI is not active on such branches. But from my testing this seems to be the correct code...
