Add The TDAQ_PLATFORM Environment Variable, master branch (2021.11.01.)

Introduced the TDAQ_PLATFORM environment variable. If set, the Findtdaq-common.cmake and Findtdaq.cmake modules would set the TDAQ_PLATFORM cache variable using it. The two modules also set up a default value of it for the (auto-)generated env_setup.sh script.

This is to address the issue described by @elmsheus in ATLINFR-4306. Also note that this is the same setup that we have for LCG_PLATFORM as well.
