Make use of atlas_install_headers an error

The use of atlas_install_headers is not supported anymore. Header files should be installed via a proper (interface) library.

This needs to wait for an athena MR from @rbianchi to remove the remaining uses of this function in the VP1 packages: athena!51504 (merged)
