CORAL Version Update, master branch (2022.04.22.)

Updated to CORAL 3.3.11. This is meant to make liblcg_OracleAccess.so build on aarch64, as discussed in ATLINFR-4507.

I was pondering for a while about just doing this by updating the appropriate build_externals.sh scripts in atlas/athena, but this seemed cleaner/nicer in the end.

The full list of changes wrt. 3.3.10 (which we currently use in the Athena master nightly) is: lcgcoral/coral@CORAL_3_3_10...CORAL_3_3_11 A lot of build system and CI changes, but no actual code change. So it should still be ABI compatible with the libraries coming from tdaq-common.
