GCC 7 Naming Update, master branch (2017.07.10.)

Attila Krasznahorkay requested to merge akraszna/atlasexternals:Gcc7Update-master-20170709 into master

Updated the CMake code to only use the first digit of GCC versions >=7.0 when constructing the "platform name". This is to follow the naming convention agreed with SFT. (Even though GCC 7 LCG releases are not available yet as far as I know...)
