add find module for scipy

Ewelina Maria Lobodzinska requested to merge ewelina/atlasexternals:master-scipy into master

Find module for scipy is added. It is based on Findnumpy, but the bin subdir does not exist, so BINARY_NAMES and 'BINARY-SUFFIXES' are not included.

We would like to have this MR also in atlasexternals for rel. 21.6 i.e. v. 1.0
