Add a debian docker image for .NET SDK

Running NuKeeper in the Alpine docker image results in "Segmentation fault": https://gitlab.cern.ch/authzsvc/backends/AuthorizationServiceApi/-/jobs/16710754

This will create a new build with a Debian image which should be more stable when running linux command line tools.
