Merging ICHandler slim_config with original branch.

Ismet Siral requested to merge slim_config-ICHandler into slim_config

@muellerr @aoneill I think we can now merge these together, so that we don't have two seperate devolopments going on. Roman already built a switch that enables, disables it. What do you guys think?

In addition I want to add to extra functionally in the options that would be only applicable to felixcore, but I can handle that after the merge:

  1. IP Adress settings, instead of the default local IP
  2. Port change settings, instead of the default local port
  3. Override IC/EC elink numbers.
