Document external RMQ interface

The RMQ has two interfaces, one "internal" towards the MT CPU and an "external" one that is exposed to the developer to attach whatever they need to interface the MT CPU with the outside world. So far this has only been used to interface to WR and for that purpose we already provide an HDL module.

For other applications however, developers need to now how this interface operates so this should be properly docuemented.
