This MR adds all the necessary changes needed for the re

This MR adds all the changes that are needed in the binaries included in the BOOT.BIN file in order to enable the Restart Solution.

It also adds extra changes in the FSBL and PMUFW to fix issues by Xilinx. The issues are being described in the respective patch file's commit message.

It includes as well all the changes in the device-tree and U-Boot in order to implement the Reliable Booting. Extra patches have been added in U-Boot and the links to upstream will be updated once available.
