implementation for AgilentE3648A PS

This MR adds support for the AgilentE3648A dual-channel power-supply.

The implementation follows that of AgilentE364xAPs, and therefore assumes that the programming model for the single-channel and dual-channel power supplies is the same. The official page for the power supplies seems to group together the single- and dual-channel PS (I could not find dual-channel specific documentation) so this assumption may be valid.
