Add CMake Installation Commands
Defines the INSTALL target of shared libraries and tools to allow for generation of installation scripts (ie: make install).
The following libraries now support this:
- libCom
- libDataSink
- libDevCom
- libEquipConf
- libLoad
- libMeter
- libPS
- libScope
- libUtils
- libWaveFormGen
All programs inside tools and the Python bindings are installed. Examples are not installed.
