Support for HuberOLE chiller + pybindings

  • class to support monitoring and control of Huber OLE

  • datasheet: https://www.huber-online.com/download/pdf_datasheets/englisch/3006.0089.98.PDF

  • it also uses the ScopeLock mechanism in order to allow several apps to read/control the chiller.

  • getStatus is dummy for now because I do not think there is actually a way to do this with Huber OLE but I can have another look during the review.

  • tested successfully at Saclay, it has been running for a few weeks without issues
