Update Doxygen version

Update doxygen version in CI to get a prettier documentation. The current version does not render the examples using the markdown code syntax correctly. See attached screenshots for examples.

The newer version is obtained by switching to a CentOS8 docker image for the build_doxygen stage.

The Doxygen CI stages have also been split into two parts: build_doxygen and deploy_doxygen. This is because copying to EOS requires a specific image that is not CentOS8.
