Add developments for cold box
This merge request contains:
- Added Julabo chiller
- Updates to SerialCom to handle cases when communication doesn't use 8-bits
- Added Rohde&Schwarz NGP804 power supply (peltier PS)
- Added Caen DT8033N power supply (multi-channel HV PS) --> based off of Caen
