Add developments for cold box

This merge request contains:

  • Added Julabo chiller
  • Updates to SerialCom to handle cases when communication doesn't use 8-bits
  • Added Rohde&Schwarz NGP804 power supply (peltier PS)
  • Added Caen DT8033N power supply (multi-channel HV PS) --> based off of Caen DT54xxPs
