Add CPX400SP and TTI MX100TP powersupplies

This MR adds support for the TTI power-supplies CPX400SP and MX100TP. Their support is needed for ITk strips powerboard mass testing.

Quick question, does devel ever get merged with main? If yes, what are your merging criteria? Just asking to pick the right branch for merging here.
