Update pbv3_eff_temp_scan.cpp

@zhicaiz @theim this should allow it to do the iout = 0 measurements at set temperatures, and still recalibrate at the same rate it currently is

I'm unsure whether there's a way for me to create a variation of this file rather than edit it directly, or if we should just change it and eventually change it back (I left the original code as a comment in the changed line). I trust y'all's understanding of GitLab significantly more than mine, as I have none :)
