End-cap: Temperature tests NTCxy use 30% thresholds on NTCpb

The end-cap temperature thresholds for NTCxy depend on NTCpb, as we have actual NTCs on our carriers. So far, the threshold for NTCxy were fixed ranges around NTCpb (+-125). This threshold has been shown to be too arbitrary. It is more reasonable to have a fixed percentage threshold. As discussed with @rkoppenh a threshold of 30% is reasonable. This MR changes the end-cap temperature threshold from the fixed value to +-30%.
