Several changes

Karol Krizka requested to merge kk_activeTB into activeTB
  • Split basic test into alive and functionality. This is because tests in functionality require the presence of a calibration.
  • Change boolean field values to an integer for compatibility with database.
  • Add --skiphv option to pbv3_mass_test to skip running HV tests.
  • Change default institute to LBNL_STRIP_POWERBOARDS from LBL.
  • Add eFuse readout to PADID test.
