Downgrade Petalinux to 2020.3.

The simplest way to address the network detection issue with the ZTurn (more details).

Other changes:

  • Synchronize config/rootfs_config with a 2020.3 project template.
  • Synchronize some of the other syntax with 2020.3.
  • Backport recipes-devtools/json-schema-validator_2.1.0 as it was missing.
  • Backport recipes-devtools/nlohmann-json/nlohmann-json_3.10.2.bb due to dependency from json-schema-validator.
