Split building of petalinux variations.

Create separate CI jobs for building the sdcard and nfs variations of the PetaLinux image. This is to make it easier to customize the settings suited for each.

NSF

  • Disable overlayfs for /etc as it does not work with the NFS mount.
  • Enable packagegroup-core-sdk to allow for cross-compilation (or direct compilation).
