WIP: Add pbv3_assemble_amac

Script assembles an AMAC onto a Powerboard in the database. The AMAC and Powerboard identifiers are taken from a PADID test result. The Powerboard is the component ID (serial number) and the AMAC is identified thought the eFuse.

WIP: Need to test. Currently all AMAC's are db-located at UPenn, which prevents the db-assembly.
