Update automatic database registration

Main change: ITk database no longer allows more than one parent for a component. Because of this, we can no longer set a powerboard flex to have both powerboard and powerboard flex array as its parents. To work around this, we add powerboards as the children of a powerboard flex array, and during SMD and manual loading, we disassemble flex from flex array and assemble flex to powerboards.
