Remove BI_HDL_Cores dependencies from BST decoder

Removes the dependencies on other modules from BI_HDL_Cores to facilitate future integration into the VFC-HD_System. The functionality of the modules StatusBusSynch, Generic4InputRegs and DpramGenericToWb is now integrated into BstDecoderWbRegs.
