Implement Si5388 "loader"

Implement a module to automatically load the configuration onto the Si5388 PLL chip (used for the VFC-HD transciever reference clocks) at startup.

Additionally:

  • Add a copy of the OpenCores I2C master (copied from OHWR general-cores)
  • Add a "convenience" wrapper around the OC I2C master to make control from FPGA logic easier
