Added HDL naming rules

I've added a markdown file with HDL naming conventions. It is an "OCR" from the file "HDL Name Style Rules.pdf" with few changes discussed earlier this year. Once merged, we should add a link to the BE-BI wiki.

I've also fixed README.md formatting little bit.
