Adding HITS to HEPMC conversion to Reco_tf

This one is for discussion before it's for merging. I want to have the
functionality to convert the truth record from HITS files into HEPMC.
It's not obvious where that should go. I wanted to mock-up what it would
look like in at least one concrete case, so here is the version as I
think it would go into Reco_tf.py . For completeness, I've also modified
the stand-alone executable called (now unfortunately) EVNTtoHEPMC.py,
which can now also run on HITS file inputs.
