Rename tenant_id column in cern_clusters to project_id

The current database schema has a column called "project_id" and not "tenant_id" and the code doesn't reflect this, maybe due to a manual change in the database during the life of the service.

Without this patch new deployments would fail as the service is expecting a different column name.
