Update to scale and smearing Dec 23 files for 2022 data taking

Switching to new JSONs from Anshul, based on s&s dat files by Rajdeep that contain systematics. As per Rajdeep:

The systematics are as follows:
EB Gain 12 : 0.075%
EE Gain 12 : 0.125%
EB Gain 6 : 0.5%
EE Gain 6 : 1%
EB Gain 1 : 2%
EE Gain 1 : 3%
Additionally "MC" runs have been added with run range 1,2. Several analyses need to propagate the scale+smear syst. into the MC signal model. So these entries have the same categories in eta, r9, gain with unity scale correction but the same syst as the corresponding category.

Also updating the 2023 golden JSON to the most recent one.
