Improve fetch.py for local files

Jan Lukas Spah requested to merge improve_fetch_local_files into master

Ability to create sample JSONs from local paths is now implemented in fetch.py, additionally the script has been made a bit more expressive with the higgsdna logger. Of course, the functionality of creating the sample json for remote paths is retained and is the default option.
