Scalefactors module cleanup

I split the 2016 scalefactors definitions into a separate module, and added some basic documentation. It can definitely be further improved, but, while important for analysis, this is a fairly standalone module from the bamboo point of view, so I will focus on a few other things first and leave it up to the first users to propose improvements.
