External clock output + etroc decoder updates

  • Add an automatic bitslip to the etroc decoder
  • Add a FIFO that reads out processed ETROC data
  • Updates to ETROC decoder to match yaml spec
  • Add an external 320MHz clock output
  • Modify LED behavior
