This addresses #79
It is now possible to set and read pins on any chip (primary/secondary lpGBT, SCA) just through its name.
Names in configuration files now have to be unique (they should have always been)!
Needs to be tested (and adopted) for RBv3 / MUX64, should be a minor change @fernance
