have only one rigol and two series

Should be merged after this power_supply!40 (merged) is merged and the power supply sub module is updated.

This MR unifies the two Rigol classes, RigolDP900 and RigolDP800, in only one class Rigol. Now, there is only one Rigol class and two Series, DP800 and DP900
