Adding IIHE Power supply

Adding control of power supplies used in the Brussels module production center (Inter-University Institute For High Energies, or IIHE). The power supplies are controlled and monitored by a dedicated service that can be operated through ZMQ requests.

This PR adds the needed interface layer for Ph2_ACF to control these power supplies.
