adds channel config sync libfsi<->fsi_server

enable use for root or others

First sm18 continuously running FESA launch

This commit has suceeded to keep FESA running
continuously for more than one minute

    - restart DI/OT TX server on timeout. This fixes the longstanding,
      obnoxious 'Botched acquisition', timeout that left the server in a loop of
      timeouts from which it never recovered gracefully.
    - accurately report libfsi data link errors
    - force server to reconnect on dlink timeout

    - reject full buffer request for non-configured channel
