`cta-catalogue-schema-drop` should drop the CTA_CATALOGUE table last
CI is currently failing on Oracle accounts:

Wiping database
Aborting: isProductionSet failed: executeQuery failed: executeQuery failed for SQL statement SELECT CTA_CATALOGUE.IS_PRODUCTION AS IS_PRODUCTION FROM CTA_CATALOGUE: ORA-00942: table or view does not exist
Database connection failed, pausing before a retry
Aborting: isProductionSet failed: executeQuery failed: executeQuery failed for SQL statement SELECT CTA_CATALOGUE.IS_PRODUCTION AS IS_PRODUCTION FROM CTA_CATALOGUE: ORA-00942: table or view does not exist
ERROR: Could not wipe database. cta-catalogue-schema-drop /etc/cta/cta-catalogue.conf FAILED
Looks like the the tables were partially dropped and now cta-catalogue-schema-drop
is blocked forever on the 2 runners.
A way out of this could be to assume that if cta-catalogue-schema-drop
cannot find CTA_CATALOGUE
table it assumes that the DB is not production.
I will have a further look at the databases on the runners.
