EOS namespace access control lists need to be extended to include a "prepare" access right
An EOS "tape" power user is an EOS end user who has access rights that are specific to working with tape. An example of a tape specific access right is the right to "retrieve a file from tape" or "prepare". "Normal" EOS users do not have the right to "retrieve" / "prepare" files from tape.
The EOS access control list specification needs to be extended to include a "prepare" access right.
