Added new PENDING states to catalogue v10.1

Joao Afonso requested to merge 1204-add-new-tape-pending-states-to-catalogue into master

Created new catalogue schema version 10.1 and added REPACKING_PENDING and BROKEN_PENDING states.

These states are part of the requirements of the ticket #1204.

Followed process defined in ctaeos docs for creating a new catalogue schema version.
