This merge request is intended to resolve issue #1229 (closed). ("Introduce build of a new taped, using new type of SchedulerDatabase"). As described in a comment on the issue, the scope was changed slightly and is reflected in the commit message of this MR: "Introduce a bare-bones postgres DB scheduler". For the sake of helping the review I've given a higher level description of the MR in the first comment below.
