Move `cta-fst-gcd` from cta to ctaops repository

Description

cta-fst-gcd is the only piece of CTA software written in python and tied exclusively to EOS.

All it does is tightly coupled with EOSCTA operations and loosely connected to the rest of CTA software: it is the only CTA rpm installed on EOS side while it is installed nowhere on the CTA side.

Its development is tied with EOS tape features and it requires some iterations and deployment independently from CTA releases.

For all this reason I think it make sense to move it to ctaops repository as ctaops-fst-gcd rpm: the service will still be called cta-fst-gcd and ctaops-fst-gcd rpm will obsolete cta-fst-gcd rpm (so that both are not installed together).

I will remove it from the CTA repository. We need to clearly communicate/coordinate this with the next release.

As discussed, we will also no longer be running this in CI

created branch 1118-move-cta-fst-gcd-from-cta-to-ctaops-repository to address this issue
