Propose adoption of feature toggles in CTA project

• Write a one-page document explaining the benefits of this development technique, and proposing a way of using it in our section. It should contain the required effort to implement.

Not important for now, as long as we keep only adding small features that only require a few commits, and are fully ready by the next release.

Will become more relevant once we have a larger project in place, whose commits will need to be spread across multiple releases (while being enabled/disabled for testing purposes). A good example for this was the new REPACKING state changes, but this has already been fully merged to main and released in v4.8.0-1.
