Switch to json format when providing arguments from a file (cta-restore-deleted-files, cta-change-storage-class)

As the new cta-eos-namespace-inject tool uses json as the format when providing arguments to the tool(when the arguments come from a file, and the path is given as a cli argument), we want a consistent format for these files. The format for the file should be one json object per line in the text file.
