Add extra arguments to cta-change-storage-class tool to make sure the right file is being changed

When changing the storage class of a file, the tool will now only take the archive id as an argument. Even though this works, it introduces some risk of changing the wrong file. We should add the disk instance and the fxid to double check that the right file is being changed.
