Investigate the use-case for PostgresSchedDB/rowblows.proto

Noticed that a protobuf file PostgresSchedDB/rowblows.proto is being frequently rebuilt. Investigate the use-case for the PostgresSchedDB, it might be that we do not need a protobuf functionality for PostgresDB backend.
