Cleaner session should always eject the tape, even when it can not contact the catalogue or scheduler DB
Problem
Currently, if the CTA drive cleaner is not able to contact the database, it will stop, shutdown and do not eject the tape.
This will put us a in a situation where the tape becomes "stuck" into the drive, until manual intervention is done.
Proposal
In scenarios where the drive cleaner fails, we should still run a "lite" cleaner that ejects the tape.
