Upgrade EOS to 5.2.23

eos 5.2.23 includes some fixes for Alma9 openSSL longer key performance penalty.

Actually these fixes are in eos-xrootd 5.6.10 that is somehow built from this commit: eos/eos-xrootd@c22df332

Fair enough (but really confusing...).

We should still target this version in production for Alma9 eoscta instance migration as we need these fixes for our MGMs.
